Commissioning Statements 2022

***IMPORTANT:  The Integrated Care Board (ICB) has established a clinically and professionally led Group comprised of former CCG experts, which includes GPs representing each local area, to lead the review of all clinical policies. The group aims to prepare commissioning policies in two waves – wave one will be completed by the end of March 2023 and wave two by the end of March 2024. 

Until the review is complete, the ICB has adopted an interim approach to Individual Funding Requests, using commissioning statements aligned to CCG areas as they were on the 30 June 2022 and the East Riding ones are set out below.  More information can be found at: www.humberandnorthyorkshire.icb.nhs.uk/ifr ***  

Besides funding healthcare interventions that tackle ill health and save lives, there is a growing demand for a range of procedures, some of which are considered to be low clinical priority when it comes to allocating limited NHS resources. This page contains the clinical statements and details of the decisions about the treatments and medicines provided locally by the NHS.  In line with national terminology, the interventions listed have been classified as follows:

Category 1 Interventions (IFR) – Interventions that are not routinely commissioned due to there being little evidence to support the intervention. Cases are examined on an individual basis where clinical exceptionality is considered through the electronic Individual Funding Request (IFR) application process accessed (by clinicians only) via https://ifryh.necsu.nhs.uk/

Category 2 Interventions (VBC) – Interventions are restricted and should only be performed after specific criteria are met via the Prior Approval process (VBC Checker), which enables an immediate funding decision on the intervention requested at the point of care accessed (by clinicians only) via https://ifryh.necsu.nhs.uk/

Please note that Health Optimisation was introduced for East Riding patients in October 2017 to help optimise patients’ health prior to routine, planned surgery if they are a smoker or have a BMI of and/or greater than 30.  If a clinician feels that there are exceptional circumstances then the patient may be referred to the IFR Panel for consideration.
